Guidelines for appointments to research fellowships at universities and colleges, laid down by the Ministry of Cultural Affairs and Science on 17 February 1986 in pursuance of the Regulations issued pursuant to section 3 of the Civil Service Act (Univ. file no. A570/87)

Research fellowships at universities and colleges have the training of researchers as their principal objective. Research training shall represent no less than 50% of the work to be performed during the period of appointment.
When applying for appointment to research fellowship the applicant shall submit an academically reasoned proposal for his or her research training.
The period of appointment shall normally last for 3 to 6 years and include 3 man-years of research training. A period of shorter duration than 3 years may be agreed upon for research training on condition that the plan for research training can be carried out within the period agreed.
In contracts for periods of appointment between 3 to 6 years the time in excess of 3 man-years will represent compulsory work in the form of teaching duties, research assistance or the like. This compulsory work is stipulated as a percentage of the working hours depending on the length of the period of appointment. If for example it has been agreed that the period of appointment to a research fellowship shall be 4 years, the compulsory work must be on average represent 25 % in order for the objective of 3 years for research training to be achived.
If there are special grounds, the institution may on application extend the agreed period of appointment by a period not exceeding one year on the same conditions, and, as they may be, the compulsory work may be reduced or waived for a part of the agreed period/additional period.
Research training which in full-time research fellowship shall normally cover 3 man-years may on application in special cases be carried out in a part-time post down to 50% of a full-time post within a period of 6 years, or, as the case may be, 7 years.
Where the appointment may be based on previous contracts of service, the period of appointment is to be adjusted so that taken as a whole a period of 3 years is made available for research training. The period of research training shall represent no less than 50% of the new contractual period.
The total time limit for appointment applies to all equivalent posts taken together, including externally funded posts.
In relation to an appointment to a research fellowship any previous appointment as an assistant lecturer/research assistant is deemed to be equivalent to compulsory work. Corresponding a period of up to two years served as an assistant research officer is conted as compulsory work in this connection.
The working year for research fellows is based on the working year for other employees of the state, at present a working week of 40 hours, and holidays and holiday remuneration pursuant to the provisions of the Holiday Entitlement Act as practised for other civil servants.
As a general rule the period of appointment to a research fellowship may not be interrupted.
Exceptions are any form of leave pursuant to statutory provision or the General Collective Agreement or the Collective Agreement for the Civil Service. This essentially applies to sick leave, maternity leave, parental leave, compassionate leave, leave for the purpose of national service and leave in the case of trade union assignments. On the expiry of such leave the appointment continues for the rest of the period of appointment in pursuance of section 1. If the period of appointment has expired and this is necessary for the completion of the research training, an additional contract of reinstatement for a short period of time may be entered into a result of the said forms of leave above. Sick leave or other forms of leave of short duration not exceeding 2 weeks do not constitute a basis for any extension of the period of appointment.
Leave may also be granted for the purpose of temporarily taking over a post as a substitute in an academic post, a research fellowship abroad or the like, where this makes possible the continuation of the research training on not less than a half-time basis within the limits of ordinary working hours. The period of appointment to the research fellowship is to be adjusted so that the total time for research training is 3 years.
Before appointment, for the individual research fellow a plan shall be worked out for how the research training shall be carried out.
This plan lay down the duration of the fellowship and the percentage distribution of working hours between compulsory work and research training.
The plan shall also name the person responsible for academic supervision and describe the main features of the supervision that is deemed to be relevant for the individual research fellow. Both the supervisor and the research fellow have a duty to notify the appointing authority of any failure on carrying out the plan.
Any failure to perform the compulsory work or to respect the duty to carry out the research training may according to the circumstances constitue grounds for dismissal with notice or summary dismissal in pursuance of the provisions of the Civil Service Act.
Supplementary provisions may be issued by the individual institution.
Supplementary provisions for the University of Oslo issued in pursuance of "Guidelines for appointments to research fellowships at universities and colleges, laid down by the Ministry of Cultural Affairs and Science on 17 February 1986 in pursuance of the Regulations issued pursuant to section 3 of the Civil Service Act". Adopted by the Senate of the University of Oslo on 13 November 1987.
The individual faculty may lay down a joint training programme for research fellows affiliated to the faculty.
When a research fellowship is advertised, as far as possible the relevant academic field(s) for the post and the nature of the compulsory work should be specified. The advertisement must provide information to the effect that the applicant must submit an academically reasoned proposal for his or her research training, and that guidance in the production of such a proposal will be provided if the applicant so wishes. A descriptive statement concerning the details of the post may be issued.
The post is to be advertised with a duration of between three and six years and with a probationary period of six months.
For the evaluation of the applicants an expert committee is to be appointed within the faculty/department/unit in which the post is to be filled.
In the evaluation of the applicants weight shall be placed on their presupposed possibilities of undergoing and completing research training. This evaluation is essentially to be based on documentary evidence of qualifications and an academically reasoned proposal for their research training.
In its statement the committee shall rank no more than the three best suited applicants. If the members of the committee find when evaluating the applicants that several of them are approximately equally well suited, they shall rank a female applicant before a male applicant.
The committee's statement shall, where the post has been advertised with affiliation to a particular department, be dealt with by the departmental council, which makes a recommendation to the authority with the power of appointment. Tha faculty decides which body is to make a recommendation for posts that are advertised without affiliation to any particular department.
The faculty council passes resolutions in proceedings concerning appointments to research fellowships and in proceedings concerning extentions. The faculty council may delegate its power of resolution in such proceedings to the faculty steering committee.
If the faculty finds several candidates to be approximately equally well suited, a female applicant shall be ranked before a male applicant.
Appointment is made on the one occasion for the whole of the relevant period.
When the faculty has resolved who shall be appointed, a contract of service shall be prepared in which the research training plan constitutes a binding part (see 4.1).
The resolution to make an appointment may lay down a period of appointment of not less than one year and not more than six years.
Research fellows may as compulsory work be required
to give or participate in teaching at any level, including participation in pedagogical training, and to help with the collection and arrangement of material for teaching;
to do examination work in connection with the teaching they have given;
to conduct supervision within their special areas;
to support other researchers or groups of researchers in research work of various kinds;
to participate in other qualifying work in the department/unit, such as work with collections, publications, library work, consultancy and reporting, administrative work etc.
The duties imposed on the research fellow as compulsory work should as far as possible be meritorious in relation to subsequent appointment to posts in research and teaching.
Administrative duties should not normally represent more than 10% of the total working hours on a yearly basis.
The period of appointment may be extended by a maximum of one year in relation th the length of time laid down in the resolution to make the appointment. The gross period of appointment as a research fellow including any extension and periods of leave may not exceed eight years.
A resolution concerning an extension, or alternatively a reduction of the compulsory work, is passed on a recommendation from the departmental council/unit.
A femaile research fellow may have the duration of her appointment extended by six months per birth during her period of appointment. Employees of both sexes who are responsible for the care of children under ten years of age maye have their term of service further extended by six months per child, see however under 1.5.1.
Any extension of the term of appointment/reduction of the compulsory work on any other grounds is a matter for concrete evaluation. Circumstances which may give rise to extension of the term of appointment/reduction of the compulsory work are for example responsibility for the care of other persons than children, unforeseen obstacles in the progression of research (in connection with reorganisation of the department or the like) for which the research fellow cannot be blamed, compulsory work imposed on the research fellow beyond that laid down in the appointment resolution, significant failure in the provision of supervision, unforeseen obstacles in connection with fieldwork or the like.
In assessment of whether the term of appointment as a research fellow shall be limited because the appointment may be based on previous contracts of service in an academic training post, weight shall be placed on whether the applicant's research work as a research fellow will be a direct continuation of previously performed work in an equivalent post, and whether previously performed compulsory work or research training will be academically relevant in connection with the appointment in guestion.
Such forms of leave as are mentioned in section 4.3 of the guidelines cannot be granted for more than a total period of 12 months in the course of the duration of the research fellowship.
A replacement is not appointed in a research fellowship when a research fellow is granted leave. Where it is necessary for the performance of the duties falling under the compulsory work that was imposed on the research fellow, the department/unit may apply to be allowed to appoint a research assistant to have these tasks performed.
The plan for carrying out the research training is to be worked out by the department/unit and the applicant in concert.
If the faculty has passed a resolution for a joint training programme for the research fellows in the faculty, the implementation of this programme shall be included as part of the plan unless the research fellow has previously gone through this or an aquivalent programme.
The plan should specify the main features of the research task that is intended to be carried out. The plan shall be submitted to the department/unit for approval.
The faculty council may on application pass a resolution to amend the plan if circumstances arise that prevent the implementation of the original plan.
If it is proposed that the duration of the research fellowship should be more than three years, the percentage distribution is to be specified as an average for the whole period. Fotnote 1It is permitted to distribute the compulsory work with a varying percentage.
The period of the compulsory work shall as far as possible be specified. If the person in question is intended to be given responsibility for certain special tasks, this should be made clear.
The person who is nominated as academic supervisor should normally be affiliated to the department/unit in a permanent academic post.
If another person nominated as supervisior, a person holding such a post in the department/unit should in addition be nominated as a contact person.
It is incumbent upon the department/unit to see to it that a new supervisior is nominated if the nominated supervisor withdraws.
