By Royal Decree of 17 July 1988 the Regulations issued in pursuance of the Civil Service Act were amended. Inter alia in section 3 of the Regulations there was inserted a new subsection F which provides the possibility of making appointments for a specified number of years to post-doctoral posts.
The category of post-doctoral post was established in order to improve recruitment to top academic posts. It is up to the institutions themselves to lay down the subject area, but the institutions must see to it that minor subjects/subject areas with poor recruitment to top academic posts are also looked after when it comes to the distribution of post-doctoral posts. Consideration shall also be given to subjects/subject areas in which women are clearly under-represented.
Since the post-doctoral category of post shall be a recruitment post, the Ministry is of the opinion that the institutions ought to be reluctant to grant leave to members of staff in permanent teaching and research posts for the purpose of taking up a post-doctoral post.
Institutions that have the right to confer doctoral degrees may have post-doctoral posts established in the relevant subject areas.
The Ministry of the Church, Education and Research (KUF) has laid down the following guidelines for appointments to post-doctoral posts:
The main purpose of an appointment to a post-doctoral post at universities and colleges is to qualify the holder for work in top academic posts. For appointment the requirement is a doctoral degree.
When making an application for appointment to a post-doctoral post the applicant shall submit a proposal for a project for the qualifying work. This proposal shall also contain a progress plan. It is a requirement that the applicant will be able to complete the project in the course of the period of appointment.
Appointments to post-doctoral posts are for a specified number of years. The period specified shall be from two to four years. In the case of an appointment for more than three years it is a requirement that the time in excess of three man-years shall be used for duties in the form of teaching and similar work. No person may be appointed for more than one specified period at the same institution. The contract relating to the specified period may not contain any provisions concerning entitlement to pay while unemployed.
The UiO's comments:
In the State Pay Plan post-doctoral posts come under 17.510 Teaching and Research Posts with Appointment Code (SKO) 1352 and are included in the UiO's Personnel Regulations under Chapter 2, Appointment Regulations for Academic Staff. Placement within the pay grade alternatives within the appointment code shall be in conformity with the UiO's pay policy.
Women may be particularly encouraged to apply. Cf. KUF's comments as reproduced above.
Applications shall contain full information about education, previous posts held, pedagogical experience and qualifications, administrative experience, and any other qualifying activity, and be accompanied by a complete list of publications and all academic works.
The fellowship is normally granted for a period not exceeding three years. Within the period of appointment of three years it may be agreed, provided it is of advantage to both parties, that the person appointed shall perform teaching duties, but limited to 10% of the post, so that the person's research progress is not hampered. Exceptions may be made for up to 25% patient-related work in those cases in which there is a need in a post-doctoral post for maintaining clinical competence with a view to subsequent posts.
There is a requirement that fellows who are appointed for a period of four years shall obtain basic pedagogical qualifications in the course of their term of appointment within the duty component of 25%.
A plan shall be produced for carrying out the specific project that constitutes the basis on which appointment to a post-doctoral post is made. The plan shall be part of (an appendix to) the contract of service for the specified term in the post and shall include a description of the project and a progress plan.
The scope of any compulsory work must be laid down in the plan.
The plan must contain information about who shall have a duty to follow up the person appointed with academic counselling. Both the person who is responsible for academic counselling and the person appointed have a duty to report to the appointing authority any failure in carrying out the plan.
Any failure with respect to the duty to carry out the project, or, as the case may be, with respect to compulsory work, may according to the circumstances constitute grounds for notice of termination of contract or summary dismissal pursuant to the Civil Service Act.
The term of appointment to a post-doctoral post may not as a general rule be interrupted. Exceptions to this are periods of leave authorised by law or by the Collective Agreement for Civil Servants. This applies for example to sick leave, maternity leave, welfare leave, leave to fulfil a duty of care, leave to do compulsory military service and leave in connection with trade union work. In such cases the appointment may, to the extent that this is necessary for the completion of the project, be extended, or, as the case may be, reinstated if the specified term has expired. Periods of sick leave or other periods of leave of shorter duration than two weeks do not constitute grounds for any extension of the appointment period.
Leave may also be granted for the holder of the appointment to work for a short period as a replacement in an academic post, to accept a fellowship abroad or the like, when this may be done without reducing the progress of the project by more than half a year. In such cases the period of appointment may be adjusted correspondingly.
The individual institution may issue supplementary provisions relating to these guidelines.

Universities and university colleges that have been allocated post-doctoral posts may now make appointments to these posts in accordance with the guidelines above. Reference is made to section 30 of the Universities and Colleges Act in the case of appointments to post-doctoral posts.
